bluesign has published the 2026 editions of its three core chemical reference lists. BSSL version 17.0, BSBL version 8.0, and bluesign RSL version 17.0 came into force on 1 July 2026, replacing the 2025 editions. As every year, the update reflects new toxicological and ecological research, changes in regulation, new analytical methods, and input from the Chemical Expert Group, the product stewardship experts from System Partner companies who review substances and define limits across the bluesign System.
What the three lists cover
The three lists work at different points in production. The bluesign System Black Limits (BSBL) set threshold limits for substances in the chemical products used in manufacturing, such as auxiliaries and dyes. The bluesign System Substances List (BSSL) sets consumer safety limits for substances in finished articles. The bluesign Restricted Substances List (RSL) is the consumer safety reference for brands and retailers, used for purchasing and testing. Each list has an accompanying change log that details the specific additions and limit changes.
What changed in 2026
PFAS is the most significant change this year. The phase-out chapter was extended, the testing approach was amended, and a new chapter distinguishes non-PFAS dyestuffs that contain fluorine from PFAS themselves. Since this revision, the bluesign PFAS limits match the values used in the French restriction, which are the same values proposed for the Swedish national restriction and in the EU restriction proposal.
The revision also brings a range of other changes across the lists:
- New restricted groups among flame retardants, including Dechlorane Plus.
- New colorant restrictions, including Basic Green 4 (Malachite Green).
- New and tightened limits across amines, arylamines, isocyanates, biocides, and metals such as mercury, nickel, antimony, and chromium.
- A new chapter with specific limits for jewelry, reflecting the AFIRM RSL.
- Newly identified substances of very high concern.
- Revised testing method recommendations for more accurate and reliable results.
When the changes apply
The revised sections take effect on a staged timeline unless stated otherwise. For the input stage, the revised BSBL sections apply by 1 July 2027 at the latest. For articles and purchasing, the revised BSSL and RSL sections apply by 1 July 2028 at the latest.
