BEF Hosts Diplomatic and Development Partners to IntroduceNew Leadership

Bangladesh Employers’ Federation (BEF) convened an interactive session with representatives from the diplomatic community and representatives of principle export markets at its Gulshan office, (Police Plaza Concord) on 1 September 2025 to introduce its newly elected leadership and to exchange views on labour and employment issues of shared importance.

As the recognized national employers’ organization and a tripartite constituent of the International Labour Organization (ILO) in Bangladesh, BEF reaffirmed its commitment to advancing international labour standards and fundamental principles and rights at work. The occasion provided an opportunity to exchange views with the development partners on the collective journey towards attaining a more stable labour market and sound working conditions to strengthen labour governance and improve workplace practices.

BEF President, Mr. Fazlee Shamim Ehsan, in his welcome remarks, emphasized the importance of fulfilling commitments while also acknowledging the evolving challenges faced by employers and investors in a rapidly changing labour market and complex geopolitical environment. BEF Secretary-General & CEO, Mr. Farooq Ahmed, presented an overview of the Federation’s ongoing activities, including advocacy on labour law reforms, skills development, and capacity-building for enterprises and public entities/regulatory bodies.

An open exchange of views followed, allowing diplomatic communities to share their priorities, aspirations and perspectives on the support being provided to Bangladesh in its socio-economic transition. The discussion covered the August 26 tripartite review and amendment of the Bangladesh Labour Act which is the cornerstone of the reforms that the Government has committed to, under both the EU National Action Plan and the ILO Governing Body roadmap.

Diplomatic missions welcomed and expressed support for the Interim Government’s commitment to pass reforms to the BLA in line with international labor standards through an ordinance at the latest by October. The missions further underscored that advancement of labour rights would contribute to Bangladesh’s competitiveness and reduce reputational risks for companies. However, the employers opined that these remarks, while well-intentioned, seemed largely guided by external perspectives and expectations, rather than a full appreciation of domestic priorities and challenges.

The distinguished guests included U.S. Chargé d’Affaires Ambassador Tracey Ann Jacobson, Head of the EU Delegation H.E. Michael Miller, Acting British High Commissioner H.E. James Goldman, Canada Chargée D’affaires H.E. Debra Boyce,  Representative from ILO, as well as representatives from the Netherlands, Denmark, Sweden, Leaders from major trade associations including President BKMEA, representative from BGMEA and Chairman Bangladesh Tea Association, along with members of the BEF Committee, also took part. They emphasized that the Government should further discuss with the social partners and come to a consensus-based solutions.  

Participants welcomed the constructive dialogue and expressed mutual interest in continuing such engagements to further strengthen collaboration in promoting decent work, enterprise resilience, and Bangladesh’s broader socio-economic progress. BEF expressed sincere thanks to the members of the development partners for their continuous support and cooperation.
