In a dramatic turn of events, the Forum panel led by Mahmud Hasan Khan has clinched a sweeping majority in the 2025-27 elections of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), marking a significant shift in leadership within the nation’s most influential trade body.

Out of the 35 director positions up for grabs across Dhaka and Chittagong, Forum candidates secured an overwhelming 31 seats — 25 out of 26 in Dhaka and 6 out of 9 in Chittagong. The rival Sammilito Parishad managed to win only 4 positions, while Oikko Parishad failed to secure any.
A Landmark Election with Historic Participation
Saturday’s election, held simultaneously at the Radisson Blu Water Garden Hotel in Dhaka and Chittagong, recorded a voter turnout of 87.5%. A total of 1,631 out of 1,864 registered voters cast their ballots — 88.21% in Dhaka and 83.83% in Chittagong.
This marks the first time in BGMEA history that three separate panels — Forum, Sammilito Parishad, and Oikko Parishad — competed in a general election, adding a new layer of competition and public scrutiny to the process.
Political Upheaval Reshapes Trade Body
This election was necessitated by a dramatic political shake-up. Just over a year ago, Sammilito Parishad, led by SM Mannan Kochi, won all 35 seats in the March 2024 election. However, following the toppling of the Awami League government in August 2024 and widespread criticism of the BGMEA board’s handling of the student-led quota reform protests, pressure mounted for new leadership.
On August 24, Kochi resigned citing health reasons. The interim government dissolved the board on October 20 and appointed Md Anwar Hossain as administrator to oversee the transition and new elections.
A Battle of Manifestos and Visions
The Forum panel’s 14-point manifesto, spearheaded by Mahmud Hasan Khan, focused on industry innovation, export diversification, and labor welfare. In contrast, Sammilito Parishad, under Abul Kalam, ran on a 12-point agenda emphasizing stability and continuity. Oikko Parishad, a newcomer led by Mohammad Mohsin, introduced a 16-point plan but fielded candidates in only six constituencies, limiting its impact.
The outcome reflects not only a desire for change within the business community but also a realignment of priorities in the country’s largest export sector following recent political turmoil.
A Tight Security Clampdown
Unlike previous years, this election saw increased security and media restrictions. Journalists were barred from entering polling stations, a shift from the open-access policy in past elections. Heavy traffic congestion near the Dhaka polling center prompted authorities to shut down nearby U-turns and increase police presence.
What’s Next for BGMEA?
With the election now concluded, the newly elected 35 directors will soon convene to select the BGMEA president, vice-presidents, and executive leaders — a process likely to reaffirm the Forum’s dominance.
The Forum’s return to power comes with high expectations. Stakeholders within the garment industry are now looking toward a leadership that can navigate global challenges, restore stability, and rebuild confidence in one of the country’s most critical economic sectors.
