The newly elected 15th Council of the Institution of Textile Engineers & Technologists (ITET) held a productive and constructive meeting with Dr. Md. Abdus Sabur, Director General (Secretary) of the Department of Textiles, to discuss key issues concerning the development of textile education, industry and administration in Bangladesh.
The ITET delegation was led by its President, Engr. Md. Enayet Hossain, and Secretary General, Engr. ASM Hafizur Rahman Nixon. ITET Vice President and Deputy Director of the Department of Textiles, Md. Abdus Salam, along with officials from the Department of Textiles and textile colleges, were also present at the meeting.
During the meeting, ITET presented a detailed proposal and memorandum outlining several key initiatives for the development and reform of the country’s textile sector. The discussions focused on strengthening textile education, developing skilled human resources, improving administrative efficiency and creating stronger collaboration between industry and academia.
Key Issues Discussed
DPC and Promotion: The meeting discussed convening Departmental Promotion Committee (DPC) meetings to expedite long-pending promotions of eligible officials under the Department of Textiles and related offices and resolve existing complications in the promotion process.
Regularisation of 118 TVI Personnel: The delegation discussed the status of 118 officers and employees working under 10 Textile Vocational Institutes (TVIs). The relevant file concerning their regularisation and salary and benefit arrangements is currently under High Court review. The meeting emphasised expediting the legal and administrative process.
Curriculum and Syllabus Committee: A positive discussion was held on including ITET representatives in policy-making and textile curriculum and syllabus committees, with participation from key industry and academic organisations including BGMEA, BKMEA, BTMA, BUTEX and BUFT.
Higher Education and Training in China: The progress of initiatives to sign Memoranda of Understanding (MoUs) with two leading Chinese universities was discussed. The proposed collaborations are expected to create opportunities for advanced education and training for textile teachers and students.
Training Academy in Rupnagar: The meeting discussed establishing a modern training academy for textile-sector professionals on one acre of land in Rupnagar, Mirpur. The proposed academy would contribute to professional development and skills enhancement in the textile sector.
Textile Education Board for TVIs: ITET proposed establishing a separate Textile Education Board to strengthen the academic management, coordination and overall development of Textile Vocational Institutes.
Revision of Recruitment Rules: The delegation also discussed the revision of recruitment rules for teachers and officials of textile engineering colleges. The proposed separate and updated recruitment rules are currently under process at the Ministry of Public Administration, and the meeting emphasised expediting their implementation.
Dr. Md. Abdus Sabur expressed his appreciation for ITET’s initiatives and leadership in addressing key challenges facing the textile sector. He also expressed his willingness to work closely with ITET on future policy-making and development initiatives.
Following the discussions, the Director General provided necessary instructions and urged the concerned officials to take appropriate steps toward the timely implementation of the issues discussed.
ITET believes that stronger professional collaboration among government institutions, academia, industry and professional bodies is essential for building a modern textile education system, developing skilled human resources and strengthening textile administration in Bangladesh.
